The Sangguniang Panlalawigan of Romblon bestowed this prestigious title in honor of Chairman De Vera’s dedication to championing accessible and quality higher education, particularly through the Universal Access to Quality Tertiary Education (UAQTE) Law, which has greatly benefited students in Romblon and beyond.
