CHED MIMAROPA Higher Ed Bulletin | Dir. Legazpi Underscores Impact, Stakeholder Engagement, and Learner Well-Being in DepEd INSET

Events September 11, 2026

CHED MIMAROPA Regional Director Edna Imelda Legazpi served as resource speaker during the In-Service Training (INSET) of the Department of Education (DepEd) Puerto Princesa City Division on September 10. The seminar-training gathered school heads and faculty members from Sta. Lourdes National High School, Bacungan National High School, and Luzviminda National High School under the theme “Teacher Effectiveness Through Service Excellence, Stakeholder Engagement, and Well-Being.”

Dir. Legazpi encouraged educators to look beyond classroom instruction in measuring teacher effectiveness, emphasizing that teaching is also about creating conditions where learners can meaningfully participate and succeed. “Compliance tells us that something was done. Impact tells us whether it mattered,” she said, urging teachers to look beyond completing requirements and ask who benefited, who may have been left out, and what barriers can still be addressed.

Drawing from her own experience as a proud Palawena shaped by public schools, Dir. Legazpi also underscored the importance of building strong relationships among schools, learners, families, and communities. She concluded by reminding educators that learners may not remember every lesson or examination, but they remember whether a teacher listened, believed in them, made them feel safe, and helped them feel that they belonged.
